I want to modify my grab rail so it is a little narrower. Basically so it is running along the frame rails instead of on top of them. It works out to like .5 to .75 per side. Can I just heat it with a torch and bend it, or is there risk of crimping?

Likely ok to bend it inward enough to straddle frame tubes. I'd only heat the top-outer part of the bend area to help the chrome plate give some to the tension.
Trick would be to hold so each bend occurs where you want it and not bow in the middle. If you heat up like a blacksmith might tarnish the chrome finish.
Since ends are sealed, can't pack sugar or salt or sand in there to avoid crimping-flattening.

thanks, we'll see how it turns out. The problem is it won't fit under my corbin seat. I figured it I just turned the attachment clips upside down, the rail could sit just inside the frame tubes and still be strong enough to strap a sleeping bag, tent, etc...

Oh yes sir, totally understand need to get it just so to sweep eyes over and not get tripped up. We're all visual sluts here so photo's of your delicious success is awaited.
