baffle in tank?

Working on my smashed gas tank (roadster) to get a normal look and change the gas cap I discovered a couple of things: I gave a black tank to be painted BRG 5 years ago and this one is blue under the green, the sealer was hanging on the bottom (rust now is from the cleaning, banging and only instant/superficial) and there is a bafle? or is it a re-enforcer of the bottom?

I think it's a baffle. I can't see how it is significantly adding to structural strength.
 
Other members have mentioned baffles inside steel Roadster tanks before, however not all Roadster tanks appear to have them, and my steel 850 MkIII Roadster tank doesn't have a baffle.
 
The baffle in the tank also slows down the jamming of the gas under (heavy) braking or acceleration.
