Anyone have experience ordering from Andover under new tarriffs?

Here we go again with DHL.

I have an AN order on the way. According to https://hts.usitc.gov/ there are still no duties on 8714.10.0050 even though Donald Trump says there are. The order is under $800 so there should be no duty due to de minimis and there hasn't been on under $800 orders earlier this year. I've been using UPS or Royal Mail but this time Royal Mail wasn't available and UPS was much more than DHL.

The parts are $732.70 and the shipping is $57.74 for a total of $790.44

DHL wants $72.81 in "duties". They charge a handling fee of $17.00 so they are saying the duties are $55.81.

55.81/732.70 = 7.6% or 55.81/790.44= 7.1% How does that match anything?

Since almost all the parts are to fill orders already priced and since I make almost nothing on parts, if I have to pay this, I will lose money on each sale :mad:

I've, once again, filed a dispute with DHL.
Got my "final" threat email and text from DHL - pay in 48 hours or will send it back. Of course I sent the dispute within minutes of receiving the first notice and they give themselves three business days to respond. For some reason, the initial notice always comes on Friday afternoon.

On July 30, 2025 the executive order was signed to end de minimis except for postal shipments. The effective date is August 29, 2025.

Things are about to get weird on my pricing. Most know that Access Norton members and return customers never pay my published price and generally you can buy from me for a lower delivered price than you can get from AN/Tri-Spark/AMAL/Wassel and others direct. I may have items bought before and after duties hit so it's possible when buying multiples of an item that they are listed with two different prices. For instance, a rear vernier ISO that I have in stock today would go for $110.00 + shipping if you bought two (one I have and one after duties start) they would probably listed separately as $110 and $120 on the invoice.

I'm still unable to determine the duty rate from the UK to US. However, as of August 29th, if you buy anything no matter how small and it is shipped by other than the postal service, there will be duties to pay and the shipping companies will tack on their fee for handling it. That fee can easily be more than the duty! For instance, buy something from AN for $100 0 if the duty is 7.6% then you'll pay $7.60 for the duty, and $17.00 for DHL to handle it!
 
I placed an order from AN on 09/21/25, it was dispatched on 09/23/25, I started receiving the emails from UPS on 09/23/25. I was not familiar with Diminimus and this tariff issue that according to what I'm reading came into effect on 08/29/25. My purchase with shipping all in was $616.65 usd for AN. UPS want to charge me $381.00 usd. I said hell no and e-mailed AN and they said it is out of their hands and talk to the shipper. I told them it was irresponsible for them to not state that somewhere on their site, at checkout literally anywhere particularly because they are real quick to update their youtube videos of new products and return products literally weekly. They could've easily invested that time into making a video or updating the website with that information on Diminimus/Tariffs. They have not and did not and have been mum. That package is still in limbo not moving from the hub locally since 09/30/25. Here I am on 10/13/25 still trying to figure out what to do.

On another note I purchased from RGM the same day as the AN purchase. It took a bit longer with FedEx but their logistics folks called, texted and emailed me about filling out paperwork claiming if the products were steel or aluminum and where was their material place of origin. I sent that to them and received the package a few days later. They charged me a fee but it was under $30.00 usd which I was willing to pay.

Any help in figuring this out would be greatly appreciated.

P.S. I will be looking into ordering from Greg Marsh moving forward (this has been an extremely frustrating experience with AN).

You cannot expect the folks at AN to be in constant awareness of all the fluctuations in US tariff policies. You as the importer need to be aware of the current rules and fees. You need to take this up with your courier UPS to see if they have correctly declared the items in your shipment.

I would not require them to in any way, but they were aware and still did not make any reference to it on their website or when you are checking out. So, their awareness for three weeks prior is my issue and then to receive no response after addressing it is poor customer service. I know I will have to address it with the courier ultimately, but I would've avoided the purchase altogether if I was aware of these fees prior.

They have sent out several messages to previous customers and posted on their website that there are US tariff changes in effect etc. There was even some mention of them charging US customers up-front for tariffs to help expedite things...not sure if that is still the policy.

During my order there was no mention or information regarding shipping changes nor anything specific to US customers but again out of their hands and I'll have to fend for myself with the courier.

My question is how UPS charge could be over 50% in these fees above the value of the items purchased. That just blows my mind.

Until yesterday, I would have told you that you will pay the AN price plus posted AN shipping and UPS will charge you 25% of the AN price for duties (goes to the US Govt.) plus $14 "brokerage fee" (goes to UPS) and if you pay the driver they will charge an additional $12 (goes to UPS). You can dispute it if they ask for anything else. For instance, a while back I disputed and saved about $200 (don't remember the details right now).

New curveball yesterday - read about it in the thread.

AN has no more knowledge of the US rules than anyone else and it's not their job to give you legal or financial advice.

It would be very nice if UPS was more forthcoming with info, but they too are between a rock and hard place. That's why DHL is shipping here right now and many countries postal services aren't as well.

BTW, the official US Govt web site still says that there are no duties on our parts but that is not true.
 
Just an update on my AN order. Steve from Andover reached out and told me that once they received my order back, they would be processing the refund. UPS had my package listed in their hub close to my home for weeks but ultimately without my awareness it made its way back to the UK. I had to call them, and they were able to find it in their system as returned a week earlier but it wasn't updated for me to see at the time of the call 🤬. Steve sent me an e-mail once he saw it in his system and processed the return/refund. I will say that this was a pleasant experience in that they may have charged a minimal restocking fee or some fee of sorts, but it was comparable to $7 US.

I appreciate AN though communication was foggy at times I can't talk trash because they came through. I'll continue to keep my eyes on the Diminimus issue in the US to see when things get back to some "normalcy". I also received the September Source newsletter from AN about what they are trying to do to counteract these tariff, trade, customs issues to products coming to the US. They provided some distributors in the US that weren't half bad and that I was able to place an order from for some the items I am still missing.

Avoid UPS for international shipments at all costs. They always charge higher fees than the others. That has been my general experience.

I say that having received UPS packages on both sides of the Atlantic. For domestic US shipments, they are good.

The one thing that Andover did NOT do was give a complete list of distributors. Greg Marsh, who is on this site a lot and who gives out a lot of free advice here, is a distributor. https://www.gregmarsh.com/
 
I just received an email from Andover stating that delivery to the USA via Royal Mailbox is again available. There will be value and weight limits and all fees will be collected by Andover before shipping.

They indeed do have the new system up - I got the same email.

However, I cannot figure out where they are getting the numbers so I've written Sales and asked for a explanation. I'm happy to make many small orders but staying under 2kg will be difficult, especially since you don't know if Royal Mail is possible until you get to the 4th page when checking out.

According to Royal Mail, the fee is 50p. But I put a single rubber item in my cart that should have been 10% duty and the charge was MUCH higher than the part cost. I also tried a front and rear iso, and that came closer to 25%. Steel and Aluminum are 25%, Copper is 50%, everything else we would buy is 10%.

I just got the source newsletter today stating that. I'm glad there is movement on this even with the weight limits this seems like a realistic option.
