Just tape or paint can cover and mask anodizing so why not powder coat too. Type IIi is mild acid string and cool, and don't think the current would un attach plastic adhering. Color added before anodizing or hard to get into Al pores and anything goes that Al can take up, blood to Easter egg food colors. Issue may be if the powder coat effects the anodizing at its edges.
