Yes, looks pretty good match to what I had previously on my bike as Euro bars from AN.
BTW, if OP or anyone else would like one of these, let me know as I have two in new condition, stainless. I went with a different bend that better works for me with master cylinder position.
 
I had a '72 Combat that I purchased new in the US and it had a Semi-Western style handlebar that's a little higher and a little more pulled back (AN 06.1046). More comfortable with the pegs in the stock position in my opinion--the Euro style would work better with rear-sets. I believe that's what is shown in your second picture.
 
Looks like a restoration with many non-standard features - including the handlebars, which - as already said - look more like European Interstate bars

European but not necessarily Interstate only, as the '1972' "Interstate Euro." 'bar was 063170.
The '1973 Interstate Euro. 'bar was 064123.
The '1974' Mk2/2A Euro. 'bar was 064887 but no longer listed as "Interstate (Europe)" only "Europe".
"06-5748 Handlebar Europe" for the 850 Mk3, again not specifically Interstate.
