68 Commando fork gaiter question

Prior owner was notoriously lazy in stretching fork gaiters on two bikes I've seen BUT I have to admit to being sure. On a Roadholder fork does the top of the gaiter stretch over the round doodah attached to lower triple tree clamp like the lower or does it go inside the cup and is just loose like PO had it?.

It goes over the Doodah. Although I'm sure that part is called the Thingy!!
