I have never seen a safety standard which defines the term 'safe'.
I suggest 'SAFE' means 'a situation or condition where the risks are minimised to a level which is tolerable to the stakeholders'. We all have a duty of care, and motorcycle road racing is usually inherently 'safe'. However you can still be killed while doing it. We all die sometime - what is important is to live your life while you have it.
