When was the red sector introduced on the Commando S Tachometer?

I've got two early style Commando tachometers that are identical except for the red sector on one. Does anyone know when the red sector was introduced, as I'm just trying to decide which one is correct for my Commando S?
 
Many thanks for the information. So the Commando S should have the red sector unless it was a very early one? I guess it depends what month in 69 they changed and how many of the old type Norton had in stock.
 
A Commando engine which does not have the crank balance factor raised would probably need to be red-lined at 4000 RPM.

Without context of what frame it's installed in, the discussion is pointless. If you are referring to the stock isolastic arrangement, the stock balance factor is likely close to perfect. The reason it seems low when looking at the number in isolation is because you're not taking into account the fact that the entire engine, and to a lesser degree, gearbox and mounting plates etc., act as a counterweight as they will be going in the opposite direction to the pistons.
