They might have been (part of) for a future (Commando) electric start assembly.

The 850 is similar but not tapped (iirc)
Early 750 cases (no tachometer drive at the r/h engine case) do not have that lug. (on the cases I have) so it seems to have no bearing on the drive for a distributor/ignition.
