I am fortunate to have a six pound bronze sledge hammer which used in conjunction with a piece of white oak worked well for me. None of this old stuff gives up easily.
The trick that bwolfe sez about using the handle bars in place and going against the stops really helped. Thanks a bunch. The steering head bearings were a PITA but they sucummend to the mighty tap tap tapping of Thor's hammer.
Now for a thread creap. I can't find these parts numbers in the official Norton parts catalog, (think Old Britts.) It's the bolt with the octagon rubber grommet. Any ideas???

Use the all thread puller mentions to suck em back in, I usually heat the stem first for froze bearing but they will go in this method at room temp. If anal on weight can drill out the steel spacer or replace with 6061 TS tube or higher grade.
Save your money. Unless you are building a 100 point resto, get a oil tank mount for a Harley shovel head. They are a little larger in diameter and some what stiffer. All thread 1/2" rod with big ass washers and nuts pull the bearings In Like Flint, not Fiintstones.
When list get slow or boring repeating, go search up Captain Norton by Peter Asland and take a year or so to go through it. Then you will have sense of length and scope of C'do-doom to serve you the rest of you C'do life.
