You may have tightened the axle while the whole set up wasn't center. Normally I'd keep the whole set up somewhat loose, spin the wheel, apply the brake. This helps to center the assembly, and then start to tighten the axle. I generally do this several times as I snug up the axle nut.And then adjust the linkage accordingly.Of course, this is assuming that your wheel was laced and trued, and then the drum surface relined. Your hub could be slightly out of wack, and contribute to the problem.
