swinging arm clearance

I have a spare swinging arm that has a clearance of 35thou between the bushes (spindle) & the frame (spindle) bushes.
Not sure how much you should squeeze a frame, when you tighten it up?

Its a Seeley. The spare swinging arm is for a drum rather than the disc it came with. Realising that different makes of the same frame have lots of little differences. I have made a shim, just to set it up but will have to have the bushes re made. The centre spacer tube only just sits in the ends of the swinging arm bushes. Not a very good design as 1/4" to right or left & it can drop & tilt inside the arm. I think this is why it has worn the outer faces.
