I have a '62 single carb Atlas. The space between the oil tank and battery case is filled by the metal outer case of a Volkes (manufacturer) air filter. Norvil may still list a reproduction of this filter. Can try to post a pix if that would be helpful.

My 62 build Atlas does not.
However, there are two threaded inserts in the backside of the oil tank that is a mystery to me. Perhaps to fasten such a plate as you describe.
My original air cleaner fastened to the dual Amals without the need of any plate between the oil tank and battery box.
