Should I use a paper gasket between inlet manifold and cylinder head or not?

When I took it apart, there was no paper gasket and some reddish sealant. My guess is loctite.

So when I put it together, I can use

1) paper with no sealant
2) paper with a little Permatex Aviation Form A Gasket or
3) Just Permatex Aviation Form A Gasket

Also, I have a single Mikuni with a 1 into 2 manifold so the two inside allen bolts are inside the inlet passage.
Does anyone recommend thread locker/sealant of any sort in this case?

(I bought a set of used cylinders that will be bored out to 0.020 so reassembly likely next month)

There will be a raft of different opinions on what to use, for me on a 750 it will be a paper gasket with a smear of wellseal.
There is not right or wrong

Personally I would use a thread locker on the bolts to prevent them falling loose inside the motor.

There should be a heat insulation spacer between the manifold and the head, not a paper gasket.
I guess they wouldn't be necessary if fitting rubber-mounted carbs, but definitely necessary otherwise.
