In Australia about 1992, our workplace health and safety laws in every jurisdiction changed from prescriptive to risk-based. It means that in most workplaces, a simple risk assessment must be done prior to commencing work. THere are no industrial homicide laws in Australia - however in a situation which involves a fatality and there is gross negligence, the manslaughter laws are sufficient.
Those laws are also relevant to motor sport. However there was a court case about a fatality on a race circuit, and it was decided that the laws were not relevant to sport. But that does not mean this issue has gone away. The competent authority which investigates workplace incidents, is also responsible for public safety.

 
They have brought health and safety on our roads here it's called reduce speed limits, speed cameras and radar traps, doubling speed fines and extra points on school holidays and what's in the future a big red target on the back of our fluoro safety jackets and flashing lights on our helmets, it's got nothing to do with safety, it's we want your money give us more, we are becoming a nanny state all because of distracted idiots on the roads, we are looking after peoples safety what load of hogwash (BS).
 
I suggest the definition of the word 'safe' should be - 'a situation or condition where the risks are minimised to a level which is tolerable to the stakeholders'. Prescriptive rules are usually a reaction. When you have a rule, you have already had the accident. Proactive is always better than reactive. If 'speed kills', every MotoGP rider would be dead, but I have not heard of any in the last 50 years who have died on a circuit.

Did you mean nobody has died in MotoGP racing in the last 50 days Al?

Didn't a GP rider lose his head many years ago in a crash his head was still in his helmet and the race was stopped.

Some interesting things to me:
1) In countries where the medical system is "free" (in other words provided by the Govt using tax money), if you get hurt you are a drain on society and society should have the right to limit some things. For instance, requiring a helmet to lessen some types of injury. In the US, you break your head, you pay for it yet in most states the Govt makes you wear a helmet - I'm not against helmet wearing, just strange that this is "the land of the free". In Virginia it's against the law to use a phone unless hands-free while driving. That's sensible. What's silly is the punishment for breaking that law - caught talking on the phone, up to $2700 civil penalty, texting $125 - seem backwards?
2) IMHO 55 kills! When I lived in Germany, I drove wide open where allowed. I never once got drowsy at 155mph. On the other hand, staying awake at 55mph is damned difficult - for one thing, the lines between the lanes are hypnotic. In almost 8 years in Germany I saw and heard about no Autobahn accidents. I'm sure there were some, but you certainly cannot say that here!

According to this recent report https://www.drive.com.au/news/emissions-kill-10x-more-australians-than-road-toll/ air pollution from traffic kills 11,000 Australians a year, about 10 times more than the accident road toll. So if they really wanted to save lives...
