Any thoughts on touching up rust spots. Don't want to do total tear down to paint framework
 
Finnigan's Hammerite (original) paint straight to rust. Fortunately, I still have a pot of the original, and it works wonderfully; the same cannot be said of the EU compliant product of today.
 
Rust-O-Leum gloss black rattle can. Buff up the area to be touched up with 0000 steel wool, wipe clean and spray nice even strokes.
 
I use VHT Roll bar and Chassis paint in a rattle can - no primer required. I sand the area smooth, wipe with denatured alcohol, cover what I don't want paint on with rags or newspaper, and spray 2-3 light coats. If the edges show I wait a while lightly sand again and spray more. It comes in gloss and flat. I use gloss - not real glossy and pretty much matches the original paint.

I've used what grandpaul says and it works well too, but I started using the VHT because it withstands higher temps.
 
Like mentioned sand back and spray rustoleum. I use duplicolor sealer primer first to seal old paint.
It is easy to touch up small nicks and scratches. Just spray some of the paint into a small paper cup like a dixie cup. Let it sit for a few minutes to de-gas and then use a small brush sold for model cars to dab some paint on. Use multiple coats so that the repair is slightly proud of the surrounding area and then use ultra-fine sand paper and rubbing compound to level it. Some wax and you won't see it.
 
I use Rust-O-Leum straight, as it DEFINITELY stops rust anywhere it might remain, much better than any primer that may or may not adhere as well. Some primers let rust creep back in, ROL is the best to prevent it.
 
I paint little spots at the frame with 2 component lacquer by brush. After drying I sand it with fine paper to remove the brush strokes and polish it afterwards. Especially for this job I have black paint and hardener in stock. Is more restistent against fuel and oil.
