I am on iOS 16.1.1 but also had this problem on iOS 15. I do not have any ad blocker. If it helps I have video‘d the problem but not sure how I can upload. One thing I have noticed is that when the problem is evident and I scroll to top of page the banner advert is not there but then it will appear. So I am assuming that this top banner is somehow the issue.
