Primary chain tensioner

For what purpose does the primary chain tensioner gasket on a commando, MK 111 needed ? Does it actually seal anything or is it just to keep the metal separate?

Note that the gasket goes between the outer steel plate and the tensioner body so holds the oil in the tensioner hopper. It doesn't go between the tensioner and the case.
