It seems to me that on top of the fork ear there should be a rubber grommet that fits over the top of the ear by about 3/16" and fits snuggly on the fork tube.
Without this the headlight ear would rattle badly. This part cannot be found in the parts books and JRC has no idea what I'm talking about.
 
It could also be that I'm working with a pile of mix-and-match parts with some victor front end stuff thrown in
 
Never seen one, on the 69/70 shuttle valve there is a rubber washer either under or above the external spring.

You may be confusing the cable guides with a rubber inner to protect the cables.

No, that's not it. After this I am not working on BSA's anymore except my Goldstar.
 
Correct, there is no grommet or other rubber part mentioned in the manuals.
Nevertheless, I, like you did, used to fit one or two O-rings at the top end of the ears, to take up any room there.
