In theory they are correct, yes.
(Looks like a lot for small decals ?)
I've seen it done, but never actually tried it.
Depends on your decals too of course.
Remember they have to be applied perfectly aligned, there is no moving them once they are on.
Tell us how it goes, take some pics ?
You don't have a spare to practice on first, make sure its all going to work.
Especially that the clear stuff won't dissolve YOUR decals.
