I took my 74 commando out 2 days ago for a real short ride and it ran fine. I just went to ride today and when I get to about a 1/4 to 1/2 throttle it sputters and wont pick up speed. I don't know if it's just the carbs or should I be looking for an other issue. I pulled the air filter off and when it's running gas mists out the carbs is that normal? I havn't messed with the air screws or anything like that so I dont' know why it was fine one day and shit the next.

Just make sure the electrics are in good order, first. The old adage: 90% of carburetor problems are electrical, is very true.

I agree with JimC - battery voltage and spark ( charging or not?) - also - check fuel flow into carbs - ( filters and such) . the new gas with ethanol can be probelmatic with traditional hardware.

I've had this happen when Amal bowl screws backed out or fell out. Balance tube leaks too. Not likely low voltage once much over idle but sure could be loose connection tail light to trigger wires and in between like kill button. Plugs may be toost once ya do find the real source, as mine seem frequently fouled after some misfire rough runing reasons. Once in great while bad gas or water will cause this when throttle enough to suck some up the main jet. Inflammable spray at the carb area seams may give a clue, and a fire if the reason is a intermitent sparking short.
