Gearbox Pinion Bushes

In mid rebuild of gearbox and am unsure about the fit of the bushes in the Layshaft 3rd gear & the mainshaft 2nd gear - should these be solid to the pinion or able to rotate & slide inside them?

That's what the old set do, but I can't work out why they would not be a press fit, as in the layshaft first gear.

According to the advice given by Mick Hemmings in the NOC Gearbox Servicing video, 2nd and 3rd gear bushes should be free to rotate.
