Fork rebuild

Took my forks apart last night to replace the seals - everything stock. I couldn't find any paper washers in either side, and it's not clear to me from any of the diagrams I have where the paper washer goes. It looks like it should go between the seal and the bushing, is that right? Also, what does the paper washer do?

Yes, they go between the seal and the bushing. I didn't think they do much but my assumption is the paper absorbes some fork oil and acts as an extra sealing barrier.
