Today a customer from one European contry told me "I found out that it is no longer permitted to send goods to the USA, except for gifts worth up to $80... The world has gone mad."

Sorry, but that report is useless. Is the country stopping it, the shipper(s), the company, what country, etc.

Could be a mix-up of the voided de minimis exemption for parcels valued at $800 or less introduced by the US administration in August. There are currently no restriction on sending goods from the EU to the US.
Commercial shipments valued at $2500 or more need to be declared electronically (EEI filing). This is usually performed by the carrier (e.g., DHL). Yes, there are some restrictions when sending gifts to the US exceeding a value of $80, but these restrictions are not new.

I just got a shipment from RGM. The tarrif they charged me was approximately 10% of the shipment value including the shipping charges plus a $15 handling fee from Fed Ex for collecting the tariff. I received the goods and an invoice for the tariff from Fed Ex by email. Did not think that part of the process was too bad.

No for the bad part of the experience. Package was shipped in late november and was tied up in customs until about Jan 12. Reason was they decided they needed an apparently inapplicable form HS-7 about federal safety standards. Probable reason was the description of the goods did not specifically say parts were for vehicle over 25yrs old. Description did say "vintage motorcycle parts" but that did not appear good enough. Communication with customs was not existant and communication was only with rgm who had no idea what they wanted. Until I spent about two hours on the phone I had not idea what they wanted. Problem may be system is set up for large commercial shipments where everyone knows what they need to do and has not been modified at all for small end user shipments under $800.

RGM figured it out early, how to take care of business, without whipping it into a dramatic frenzy

The tariff is supposed to be 25% of the parts value, not the total. There are no duties on shipping cost.

EDIT: It's reading like you're saying RGM were collecting the tariff - Can you guys please clarify?

Considering that I average three orders/month from the UK and I watch it all very carefully, I can assure you that is on the goods, not the total. Also, what you posted is VERY old. The August 29th changes are the ones in effect. In effect, the tariff is 25% from the UK as orders have at least some copper, steel, and/or aluminum. From other countries, if copper is involved, most are 50%.
 
A number of couriers, companies and customers got burnt last year with the Tariff rollercoaster, so to avoid a repeat the safest option this time is not to ship until the dust has settled.
