Does anyone use a torque wrench on their Commando primary chaincase cover single bolt ?

No just do it up and a light nip up is all that is needed, never over tighten it, but of course always make sure the O rubber seal is good, reasons the primary covers leaks is over tightening of the centre bolt, I found out a very long time ago not to over tighten it, mine never leaks and I only use a O rubber seal.
 
If your INNER primary case is properly shimmed BEHIND it, it all snugs up nicely.
You will FEEL IT bottom out.

If not, it can bend both of the cases.
You can do worse than that. Ask me how I know.
 
I just tighten it but have a custom vernier stud to set the inner and a positive stop as far as the inner to outer cover, so it sets the O-ring cord crush when locked up.

During the 2022 season, after doing a layshaft bearing replacement, I had a slight primary leak around the engine sprocket. Near the end of the season I was not able to reduce speed sufficiently to avoid a culvert repair in the road. I hit it pretty hard. After that I had a significant leak around the engine's sprocket. After rebuilding the engine the following winter I found that the area where the 3 bolts secure the inner primary to the crankcase was cracked. I had not put sufficient spacers behind the stud where the inner primary rests behind the outer primary nut. The inner primary had a strain on it all summer but didn't give up the ghost until I hit that road repair hard. I ended up replacing the inner primary and paying particular attention to getting the studs spaced out correctly. Although I haven't gotten to ride it much due to some teething problems, it doesn't leak a drop out of the primary case.

I spent a lot of time test fitting the inner primary with the gasket in place. It fits perfectly flush with the crankcase when pushed against the center mounting stud.
 
I recently was helping my friend install a new CNW Estart and in the kit was an adjustable inner primary mounting stud.What a nice touch as it eliminates the shims to get inner stud to the ideal position. I was impressed
