Can't recall which side the washer is on

On a 73, I'm doing my forks and putting it back together, I can't recall (nor can I tell by the manual or parts book) whether the chrome washers go on top of or under the instrument flanges. Seems like they should go on top of the instrument flange and under the big chrome bolt but I don't believe they were that way when I took them apart.
 
That's how mine are, but no guarantees They're right. I just know they don't leak. :?

They should have been. The Norton Service Manual for the '73, section G4, figure G5 shows the washers between the bolt and bezel. They go between the bolt head and the instrument bezel (flange) to distribute the load/avoid damaging the AL bezel.
 
Thanks. I have a photo copied version of the shop manual and it isn't clear enough to see in my version of G5.

I was the first to take off my guages.
Bezel ,alum washer, chrome nut in that order.
As Mike said, it protects cup holder from being gouged by the nut when tightened.
