Atlas rear chain guard installation

Having a problem with the rear chain guard on the Atlas. Can't figure out the bolt placement and clearance for the tire sidewall. I replaced with a new rear 4.00" tire. Please help!!!!
 
I realize you probably want to know how the wheel side attaches, but do these photos help?

They do , somewhat. The parts book calls out, which is what was there before, a 1/4 X1 1/2. It is difficult to even get my fingers between the bolt and the tire. And when made up
the end of the bolt looks about a 1/4" space to the tire sidewall. Of course the forward bolt only is the one I'm worried about.
 
My Atlas chainguard has a threaded boss [captive nut] on the tyre side.
 
Aha! Some PO did some changes than. No problem though, now that I have that piece of info. I plan to go back with a 1/4" T-nut and fit it proper. Thanks so much Possm.
