Anyone have experience ordering from Andover under new tarriffs?

I saw on Andover Norton website they pay the tarriffs but shipper (DHL) may charge extra fees. Is there anyway off knowing what to expect?

DHL always charges a brokerage fee on top of shipping charges. This is applied after the item is underway and they send you lots of "threats" to pay before arrival or they may return item to sender. Typically here in Canada that fee is a percentage of the item value, which is ridiculous as fee is supposed to be for paperwork presented to border agents...thus should be a fixed amount.
Typically brokerage is anywhere from $15-$35 CAD on items in the $100-$200 range I have purchased from UK.
If you can, try to select Postal service shipping to avoid or limit such charges.
 
Oh, saw a news item yesterday on BBC news stating DHL will not be shipping items over $800 value to the USA until further notice due to uncertainty on tariff processes. Think this was for non commercial customers only though.

Note Greg Marsh on this forum has large AN inventory already in the US so ordering from him avoids all these issues.
 
I put a few items in the cart and saw the tariff added on at checkout. I figured that some US-based vendors may have the same parts from Andover w/o the tariff and saved $20 even though the parts were a bit more - less shipping and no tariff. It's a timing thing for now anyway.

This past Monday night, 7:30pm PST I ordered approx. $450.00 of BMW parts.
I assumed they were in Germany, turns out they came from a vender in France.
Shipping was 50 Euros, $56.88 us.
DHL picked it up Tuesday @ 7:35am PST.
Went from Bourdeaux to Paris to Leipzig Germany to Stansted UK to Heathrow UK.
To LAX @ 9:27am Thursday.. Cleared customs, I had it Friday @ 11:35.

No tariffs, no extra fees, nothing.
We'll see what happens next...
 
Some things:

1) DHL's misunderstanding of the $800 rule is shocking: Before the new tariff there simply were no duties to the US if HSS code 8715.10. 0010, 0020, or 0050 were used by the sender. The $800 rule is if you are getting on a plane or ship and you have over $800 of foreign purchased items @AND@ customs decided to inspect, they would change a fee - not a duty. It had nothing to do with shipped items.

2) According to the US Govt (https://hts.usitc.gov/search?query=8714.10.0050) there still are no tariffs on HSS code 8714.10. 0010, 0020, or 0050 and most should be using 8714.10.0050. So, I'm not sure if there really is a 10% tariff.

3) DHL charges a $17 to "handle" customs payments for you. The only good thing about DHL is that they have a dispute email and phone and with effort I've always been able to get rid of the improperly charged tariff and their charge. BTW those who know me get tired of my stories on how great Germany is - DHL Express (US part of DHL) sucks!

4) So, I don't know if there really is a tariff or if the shippers are just charging it to their customers and I don't know what they are doing about their fee.

5) BTW, over the years I bought a LOT from Wassell and have never once had a problem because they not only put the HSS code on invoices but also on the box. AMAL and AN about half of the time I have a fight. Sometimes the shipper believes me and removes the charges and sometimes I have to get an updated invoice. All of which changes delivery form 2-3 days to 2-4 weeks.

6) I am 100% out of AMAL carb sets for 850s (have some for 750s). With all the price increases over the past three years, I'm not likely to get more if there is a 10% tariff plus fee charged. I was providing them basically as a service so there's no room for 10% more and it seems that most who want them already have them.

7) I haven't talked to Wassell to see what they have to say about tariffs as I'm pretty well stocked with the things I get from them.

8) I started selling AN parts to save me some money on my builds. Buying a lot at a time, especially when the exchange rate is good, means that shipping doesn't hurt as much. In hindsight, this has turned out to be stupid. I'm 75, have already had two operations this year, and another three planned and a the rate I'm selling I would have to live to be about 300 to sell it all! To add to my stupidity, I bought out Old Britts AN inventory at greatly reduced prices - of course, what they had left is what they could not sell!

So, if someone wanted to get into the parts business, they should contact me. Of course, I'll continue to sell what I have and I'm happy to continue to be a free email/phone resource to Access Norton members and Triumph owners.

I bought some stuff from them a couple weeks after I saw a tariff charge on an order I never completed, and there has been no tariff. Maybe they were working on the code.
 
I have ordered approximately $ 400. worth of parts from RGM . I received confirmation of the order and 9 days later received notification that my order has been dispatched. No tracking and no response to my emails.
They apparently have something wrong with their server according to another thread has on Access Norton .
When I receive the order I will update this response with regard to time and tariffs.
 
I received my order from RGM this morning, Tuesday - notified that it was dispatched on Friday so very quick service indeed. I was not charged any tariffs and as Greg noted above the package was labeled with the tariff code .

Interesting notes:

8714.10.0090 used to be valid and was the subcategory "miscellaneous". Wassell has used that as long as I've been a dealer and RGM uses it as well. Today, some shippers won't accept that so 8714.10.0050 should be used (always could be). .0010 and .0020 also have no tariffs. The new 10% tariff has still not been added in the Govt. HSS code database.

It has nothing to do with the age of the motorcycle. Motorcycle parts simply had no tariff unless marked 8714.10.00 in which case it was 25% from some countries that we don't care about.

It appears that the $800 rule magically got changed. Used to be that if you got on a plane or ship with more than $800 in purchase items customs *could* inspect and if they did, they *could* charge a fee (not a tariff) for the effort. Now it seems that under $800 is there is no tariff - or at least, the shipping company is not providing the info to US Customs.

According to AMAL, nothing has changed for Business to Business so no tariff. I am out of 850 carb sets so I'll soon test what they told me.

If the only shipping available from overseas is FedEx, do not buy. My last Tri-Spark order (in December) was properly marked and was clearly duty free. A month after receiving it FedEx sent me a bill for $170 for duties and their fees. I refused to pay what I don't owe so they've sent me to collections - I again refused to pay what I don't owe. They keep sending letters and I keep refusing to pay - I owe nothing, and I couldn't care less about collections!

I learned a little more. Most countries have a "de minimis" customs value. "De minimis is a Latin term that means "of minimum importance". In legal terms, it refers to something so small or trivial that the law does not consider it significant enough to warrant legal action."

For duties, best I can tell, the de minimis value:
US 800 USD
Canada is 150 CND
UK is 0 GBP
AU is 1000 AUD (some sites list it as 1000 USD which makes no sense to me).

Supposedly, by Executive order the de minimis value was deleted for the US, but so far that is not the case on shipments from AN. I have another under $800 order from AN arriving tomorrow that has cleared customs with no duty. I suspect that the deletion was actually for imports from China.

One thing I'm still trying to determine is if the value is for the products or the total invoice (i.e., including shipping).
