My 1970/1971 Commando Workshop Manual indicates that after removing the threaded coller (aluminum) at the top of the lower fork legs, that to separate the fork tube (stantions) from the bottoms to place the lower portion of the bottoms (where the axle goes through) in a vice and pull up sharply on the tubes with a jerking motion, until the seal, paper washer & top collar are freed. I don't see any retaining clip holding the seal in, so this sounds reasonable, but before I do so and screw something up using brute force, is this the way to do it or is there something else I should know? Thanks!

That's correct, the fork tube with the lower bush attached acts like a slide hammer and the top bush, seal etc. just drift out. I have generally found that you can do it just by holding the fork in both hands in the absence of a decent vice.
