Those are really common replicas of the Keihin PWK. Some vendors currently sell something rather similar jetted for nortons. Some of the cheaper variants have a few known issues that can be sorted out (delicate threads on the main jet plug, crappy upper slide housing gaskets, etc... The more common variant is:

They're rather tough to tune from scratch and you'll end up spending $100 or more on brass in no time. Then you also need adapter manifolds, which are like $60, and intake rubbers/clamps. Between all of that, it's better to get a set of used prejetted flat slides for ~$250 US.
 
That's a 2-cycle version. Just a guess but I suspect you'd have to replace the jets and emulsion tube, maybe the slide too.
 
Save your pennies and buy a new set from Jim, I have had mine now for 5 years and no problems with them straight out of the box.

If you were looking to go a "cheaper" route than that, the other option is a set of mikuni VM's. There are a few places around that have the base jetting and the cheapest place to get them is niche supply on ebay (for jets and carbs). A VM32 pair is like ~$90-120 each, and they come in RH/LH versions. Again, expect to spend about $100 in jetting and slides plus $60 for the manifolds. Bear in mind that chopping an tuning a set is a fair amount of time and money on keihin/mik carbs. Brass is very pricey.

No, they are for 4 stroke engines, GY6 is Honda 4stroke and chinese copy 4 stroke engines,
I use these on smaller bikes (4 strokes) there are quite a few different manufacturers of these carbs with varying
quality, OKO seem to be one of the better ones. biggest problem I've had is choosing the wrong size , dropping one or 2 sizes down in carb size to what I thought was an appropriate size made the world of difference . bigger is not always better. But Mikuni VM carbs are a well proven carb and easy to tune, I've just ordered one for my SR500
Yamaha and another pair for a 750 Virago both bikes having carb issues from new.
For my 750 Interstate I fitted Amal Premiers.

Many of these carbs are set up for 2 stroke...even Mikuni's sometimes come jetted for 2 strokes. Not a big deal to re-jet them. They usually need all new jets anyway.
