Yes i get a consistent gap on both ramps
I have it attached to a variable speed drill. when i turn it over slowly i get nothing but when i give it a good speed i get spark

The beauty of a magneto is that the spark energy becomes greater with increasing rpm. OTH, the bane of a magneto is that the spark energy diminishes with lower rpm. The mag should jump a spark across a 1/4 inch gap at kick over rpm ..... I do not know the exact specification (that is gap size and test rpm), but one can expect no spark at less than some slow rpm.
Thus, what you describe is normal, providing the spark comes on at kick over rpm (nominally 350 rpm I have been told).

Oil in the mag is not normal. As Bernhard says the seal is bad. Changing the seal is not a DIY, as explained in post above.

As Bodger says, the capacitor is highly suspect unless you know it has been replaced.

Replacing seal not a DIY job?
Thousands of K1F, K2f owners who strip and replace seal in their sheds and garages, or even at the side of the road would disagree with that statement.
One even did it in the race Paddock at the side of me, so it's all a matter of confidence.

I found a contact breaker sprocket that i think might be the right one for the norton. It has 18 teeth. Is that correct for running the points system on the Atlas?

I have a few but this one has the large locating pin as all my others are small hole locating pin and for pre unit triumph distributors
