In Australia, classic motorcycle racing is called 'historic racing'. Now and then rhe 'sut-off' date progresses. It is now 1992. My friens has a TL1000 Suzuki.
We probably need to look where we are going. I found this video intersting :

The idea of of vintage racing rules/classes is real. You make a good point.
Pushrods.
 
In Australia, we now have 6 'periods' in historic racing.
We might do better with four groups -
Two strokes
Four stroke singles
Four stroke twins
Four stroke multis
In some classes,it might be possible to combine four stroke singles and twins.

And run four capacity classes
LIghtweaight (250)
Junior (350)
Senior (500)
Unlimited (1000)
And only one cut-off date, only to be altered after consensus or majority vote.

!6 races would cover all classes, and in Australia we usually allow machines to run in the next capacity class above.
If this system was globally uniform, we could have international competitions for classic machines.
Under a certain cut-off date, date of machine manufacture does not really matter much.
Our Australian 1992 is probably a bit too late to be sensible.

I don't know if it would be desirable to distinguish between pushrod and OHC.
