1969 Norton, pw30 cam install issue

Engine rebuild had a later cam in it and some other issues. Obtained a pw30 cam that should work with these cases. Left old bush in case. Installed is a breather plate, rotary breather plate and a breather spring

Cam can not make one revolution (even without spring.). Second lobe up contacts the case. Looks like possible prior repair work? Cam that shop installed inserts and spins freely.

The cam tunnel needs boring out for a PW3 due to the lobes being bigger, as it is a higher lift cam than the engine was initially designed to accept.
