1967 Atlas Fork length

I am curious what the correct fork length is for a 1967 Atlas. Is the measurement taken for the tubes entire length or to the top pf the steel bush retained by the clip at the bottom? Mine, which are all rusty and needing replacement, measure overall 23-1/8 or 22-15/16" to the top of the steel bush. If the answer is overall length then I am guessing that these were at some point changed to Commando ones which would have required longer springs and damper rods as well? Thanks
 

Entire length as I recall. Commando are 23.15 so ~23-1/8. Not going by the overall length would really throw a wrench in people's gears, IMO.

Sounds like a switch was done. I think springs are the same but damper rods are longer to accommodate the longer tube, I can check if you can't find the info. I seem to remember buying springs and they were same. Do you use the parts lists you can find online? I OCR'ed them with PDF24, that helps. I ended up with 3 of them spanning different years that cover my N15CS which is either late 66 or early 67.

What's cool is the lower sliders are the same dimensions so I was able to put on a disc brake from a '73 Commando. I like stopping!

 
The Atlas uses the "Short Roadholder" stanchion 21.843 inches [Norton Twin Restoration by Roy Bacon] p/n 06-7714, The N15/G15 Models used the long Roadholder stanchion which is 2 inches longer.
