I would say no. The factory ones have a sharp edge that goes toward the outside to help hold them in.
 
If circlips were provided with a piston set, I would think it best to use those.

If one must shop locally for circlips, I would try an industrial supply house, rather than a hardware store. Industrial suppliers will have better quality, and ought to have ground circlips which have a sharp edge on both sides. Stamped circlips have a sharp edge on one side only, and as htown16 says should go towards the outside.

I'm not sure if they're still available but I've run Teflon wrist pin buttons instead of clips for years. There's no way that they can come loose. I checked them after 25,000 mile of use on my last Norton and they still looked good. I got about four sets from a supplier in England a number of years ago. If available I'd use them again.

Interestingly, some of the circlips that come with the pistons are junk.
And it sounds like the correct circlips can be obtained at an automotive supply store.
Definitely something you want to get right. There are many stories of circlips coming adrift and scoring bores.

I will try the local auto parts store. I have to order a few things from old Britts tomorrow, I'll see if they have any spares. Usually they only come with the pistons. I have a set of wire type circlips but they measure .015 thicker and did not seem to make the best fit in the groove.
 
Try a bearing supply shop, you might get a more intelligent counter monkey, from memory they are 11/16, not 17mm
 
Any Seeger type clips (circlips) will have a sharp edge on one side, as they are stamped out from sheet material. If purchased from an engineering supply or bearing factors they will be the same as the piston makers supply.
 
I just ordered them from OB. Another good thing about Seattle is that I have the parts the next day.
