looks like some kind of eccentric adjuster, for what purpose I know not.

Fork Stops. I drew them up and a guy at work has some CNC stuff at home. He whipped these up for me.

Old roommate put a Dunstall fairing on his '71. Used to see the one-legged hop (as the bike was almost falling over) at the gas stations all the time.
