Newly rebuilt trans.Goes into all gears but cannot find neutral.What is wrong?

Do you mean when you are riding you can't find neutral which would bring the clutch into the mix
Or bench testing the box you can't find neutral?
 
I would suspect the hair spring is not equally adjusted. There is an Old Britts article on this. I followed it and set the spring to 5 thou above and below the pawl and all was solved. All gears (including neutral) were then easy-peasy.

If that were the case then it would be unlikely to "go into all gears" as it's only neutral that cannot be selected.

Again, more information would be use useful.

This was the problem with the bike not running.Everything assembled but no neutral.We have the inner cover off and cannot see anything wrong but when put back together with the inner cover on,all positions work but cannot find neutral using the quadrant levered by hand.Primary and rear chain all in place. I really think that I am missing something but don’t know what.Trans rebuilt by a very reputable shop.
Any suggestions would be greatly appreciated as I think this is due to ignorance on my part.

Ok, it’s a long shot, but…

You‘re not accidentally looking in the wrong place are you (ie between 3rd and 4th instead of 1st and 2nd)?
 
We have the inner cover off
With the inner cover off then it should be possible to see if the camplate 'N' neutral notch position...
