Should the speedo drive be locked tight and unable to rotate at all with the axle tightened up?
 
Thanks-I ask because I installed a replacement unit from Andover on an Atlas I'm working on and it will spin after the axle is tightened. My Commando will not. I had no old one off the Atlas, and I'm thinking that the tophat bushing is missing. Was not aware it needed one as I had noting to compare it to.
 
Looked at my parts list for 1966 to 1968 Norton. Listed speedometer gearbox spacer for Atlas part number 13270. I don’t have a new part number conversion, but at least can confirm a spacer is required.

That top hat spacer is vital to center the Speedo drive, as well as provide proper spacing!
