Securing rear fender

While putting my turn signals on I noticed that the rear fender slides back and forth sideways pretty easily, even with the tail light bolts fully tightened. I also noticed this before when I was installing the fender, and had been planning on taking some 1/4 inch rubber tubing, splitting it lengthwise and sliding it over the edge of the tail light assembly where it crosses over the rear loop, making the assembly grab better. I'm thinking now that the tubing will become a moisture collector where the split is and have 2nd thoughts about this. Was wondering what others have done to secure that rear fender better at the tail light attach point.
 
As Dave says, but you do have No 4 in that diagram fitted? That's the thing that secures mudguard, not the fibreglass assembly.

Yes, I've got that clamp in place, but when fully tightened the fender still moves back and forth. I guess I missed that rubber bushing (or whatever) that's supposed to go in there and provide friction and snug it up.
 
Item 22 helps hold things together, but what really holds the fairing in place is front bolt 3 which goes through the fender, the clamp and into the fairing and bolts 24 at the bottom of the fairing which go through the fender and into the fairing. Those bolts should hold it in place despite the clamp 4. That rubber bushing probably just keeps the frame loop from being scratched up.

Well, I'm hoping it snugs things up once the grommet or bushing or whatever is in place. It moves side to side too easily as it is now.
 
Yeah, I guess you're right. The bolts don't attach to the frame. Just cut up an old innertube and use that.
