My bike has been in a shed for a couple decades. Does this appear as if the oil tank has been either repaired or been modified to make is stronger?

Hi drones, kinda hard to tell from that picture. It is very common for that bracket to break off & some of us have taken to making a new one that wraps around the filler tube instead. Do a search of oil tank repairs or such & you will find several things people do to keep the slippery stuff inside the tank.
 
One of the few things I foound that had been repaired on my stock 1973 850 Roadster was the bottom mount threaded insert where the sourrounding metal had cracked, due to the little spacer insert that bottoms out the bolt instead of in the tank being lost and to much load being applied to bottom of tank.
Second hardest bolt to get in and out of the bike !!! Make sure all three rubber mountings are fitted correctly.

This is a common place for the mount to fail but it looks like a good repair, just make sure the bottom edge of the seat doesnt ride on the cover when you are seated on the bike as i found to be the cause of failure on my MK3
