I used to live relatively close to garrison, just across the river. Finally someone's selling a norton for a reasonable price. I talked to a guy at the autoparts store yesterday that was trying to buy his brother's commando which hadn't seen the light of day for 25 years, and the guy specifically said his brother thought his completely roached commando was worth.... wait for it,...
    "Big Bucks"
... even though it was rusty, hadn't run in 25 years, and needed a complete tear down and rebuild. I think the brother wanted $4,500. for his mess. Yet another guy who thinks his commando is a "rare gem".

My opinion, the NY title is just a little messed up.
Title ID number reads 8F0F129190. Frame head stock reads 850 F129190.
VIN 328992 'should' have been used.
Maybe can be corrected when re-titled by the new owner.

In the UK the DVLA prefer the frame stamp over the detachable Federal Declaration plate if the numbers are different.

    That's a typo. Should be 850F129190.
