Mk3 starter drive gear inner race stuck

Hello Folks ,
I was wondering if anybody else has had trouble getting the starter drive gear hardened inner race ( the one the needle roller bearing runs on ) off the shaft . I have tried penetrating oil , heating it and cooling it , but it wont budge. This is supposed to be a slip fit right ? I don't remember having any trouble taking it off last time I replaced the sprag bearing . Without getting the inner race off I cant get the engine sprocket removal tool on !
Any ideas how to get it off ?

See if you can get a three legged puller that can grab onto the sprocket, either behind the teeth or behind the outboard ridge.
Many years ago with my first MK3 that is how i pulled the sprocket off, before i made a proper tool. doing it that way it will pull the sprocket, washer and sleeve off in one.
