What is the procedure and or tool to tighten the rear brake line that disappears into the back of the right foot peg mount?

Trial and error. With the footpeg removed tighten it and loosely refit, try again until it fits nicely.

A "line wrench".

Basically, a box-end wrench with a slot cut into the box to allow it to slip over the tube.

I'm not sure if they sell them in 12-point, but that would be preferable to 6-point for tight spaces.
