It all depends upon which trail you want to travel----performance or economy.

Before you make any decisions, look at the JS Motorsports dual carb set up.
 
Yes you need a SINGLE throttle cable for a single carb, and a 2 into 1 cable set up for the twin carbs.


And yes, having an air filter is better than not having an air filter, why else would they sell air filters to everyone!

Want the best carb set up? Then get the JS Motorsport twin 32mm flat slides.
 
I have a set of VM-34's on my 850 cafe racer. Good carbs and they make good power. They seem to gum up faster if you let the bike sit too long. The floats are on pins and when the gas turns to varnish they stick.

You can run either foam pod air filters or conical K&N filters. I have a set of oval K&N's from an early GSXR, but I have no stock air filter backing plate, so it gives a little more room.

If I were buying today, I'd seriously look at the JS Engineering flat slide carbs. Of course if money were no object, I'd go for a set of the 35 mm Keihin FCR's. If they are as awesome on a Norton as the 41's on my Ducati, you'd never get the smile off my face!
 
The simple answer is to go with the Single TM34 kit. Everything you need is included. The TM flatsides kick VM roundslides asses. I Know. Mikunis are good quality.

That being said, JS carb kits are good performers but I would get a good simple system and maybe someday go for broke.

A couple members are using the TM 34 with performance in mind. They work super good.

you'll probably get a lot of different answers but It depends on really what you want the bike set up for and ultimately the $ you want to spend. If you on a budget and just want to have a dependable easy starting bike - i'd get the single mik carb - hard to beat, easy to setup and reliable - the only draw back (if you call it a draw back) is you loose a bit of top end performance.

if you want a bit more performance and are comfortable with setting up dual carbs i'd suggest Jim's dual carb set up over the mikuni's (which are good carbs) - jim setup is about the same price and are great carbs specifically setup for your bike - and he'll give you all the advice you require to get the bike running fine

That seem like a good deal. I am looking as the single TM36 pumper.
 
Remember that if you go for a 32mm (or larger) carb you will have to replace the standard 30 mm induction manifold on your 1970 - well " have to" may not be correct but presumably is desirable; the past owner of my bike had 32 mm carbs mounted on the 30 mm inlet manfold; it spluttered along when I bought it on the one ride before I stored it and dismantled it (and there were many reasons for the spluttering; most immediate being electrical); but I got new 30 mm carbs, so I don't know exactly what effect having larger carbs on a smaller manifold had; but I would expect that it would not optimise performance.
