Help required, Rear wheel axle clearance


Hi guys my axle measures .66 my bearing .67 ID and my dumby axle ID .68

So with these messurements wouldn't my wheel be just turning around the axle instead of the bearings?? I mean the axle turns inside the dumby axle and the bearings don't rotate.
What is out here? If it was the axle itself I would assume a step to be worn into the axle and there is not. The bearings came from a ford alternator ( use what u got )

Ideas?

I took the wheel off to respoke it not because I felt there was a bearing problem
 
The way its supposed to work out is all the clamp forces bind on the spacers and inner racers so bearing balls turn more than axle inside the holes.
 
The clamping force makes sense to me between the swing arm but what about the other direction, just the bike and my weight? Maybe I'm missing something, I would think the axle should be able to be drawn out with a bit of force. Shoulnt be like a motor bearing that you press on cuz you still need to slide the axle out but should be able to just pull it out with ease either. Axle should be a tight sliding fit within the dumby axle and bearing I think but it's not the case, I have yet to see a spun bearing that makes the bearing race wear and the shaft be good, but I haven't seen much
 
Never mind I'm dumb it all makes sense now. The axle doesn't turn nor the inner sleeve I'm dumb, sorry guys
 
Not dumb, just learning, it happens to all of us. There's plenty I'm ignorant of.
