I asked the same question while rebuilding my fastback. I took them out to get the fresh air in. I figure that if I am riding it through puddles or extreme rain than I am not having much fun and should get home anyway. On a club ride I once found my self a long way from home and very wet. I just gave the brakes a little squeeze once in awhile to keep them "fresh"

I thought that the mesh was too restrictive so I went to a model train shop and got some pierced metal that allows more "flow-through", I used Brass but Stainless is also available.
I laughed when I took mine apart. I thought about it and the block off plates for a while, I thought that they probably have been there since day one. I think its pretty funny because for me that vent on the front brakes has been a huge attraction to old bikes aesthetically. I left mine in since I think the brakes work fine anyways. I don't think I will be going into turns too hot to notice with this bike hahah
Both the intake and the exhaust on mine are blocked off with plates.
The original screens on mine were brass. After I polished them up they look pretty neat next to the shiny AL. I have mine open, but the covers are AL and will polish up real good too.
