Fork question felt washer

I just took my forks apart on a '74 MK11. I found a felt washer between the fiber washer and the damper tube where the damper tube is attached to the slider. I can not find this on the parts lists. Any suggestion or comments?

There should not be a felt washer, just the paper washer.

Never seen this felt washer either, only a fiber washer there.
