I think this is a common problem. Is there any solution? Tightening the bolt makes it hard to swing out (when you want it to) and eventually gets floppy again. Is there a different spring washer that would make it better?
 
These kickstarters have an annoying tendency to loosen up like you describe. The lack of a detent is a major design flaw, especially considering the price.
I just tighten it up once in a while. Fortunately when it loosens, which it will, your right leg keeps it from flopping out too far.

Not so much a design flaw but RGM's apparent decision to delete the leaf spring (arrowed) and retaining bolt from later levers that originally held it at both the folded and unfolded positions.

Mine I only got to nip it up once every 6 months, but the shaft bolt stays tight, better than the stock kicker I had to tighten it up after a few kicks on the shaft, now that was annoying.

So yes mine does come lose slightly on the fold out bolt but not enough that it flops about, mine has been on the Norton for over 10 years now and it's so much better tucked away and no longer having a kicker in the back of my leg and having my right foot just on the edge of the foot peg, so the RGM T160 kicker is so much better than the original kicker by far on my bike and a lot easier to kick the Norton to life with the longer arm, was money well spent.

The leaf spring certainly worked very well on my T150V lever. It did used to break one or the other end off after a few months but it was easy to replace.

I bought some thin belleville springs - currently have 2 pushed in - on the upper side. Works well for me.

Got them on eBay - these ones are no longer available but there are plenty of other suppliers...

Yes, the original assembly had the leaf spring.

The lever is T160 (and late T150) although the 'Carrier' (Triumph's name for it) to fit the Norton shaft is RGM's.

I cut a rocker spindle thrust washer in half and inserted it between on the inside of the kicker and shaft. Worked a treat. Had to grind a few thou of the kicker away to make it fit.
 
It's an easy job to fit a ball & spring even if you don't have access to a mill or pillar drill. Just an electric hand drill & a little care & Bobs yer uncle.
 
Just take a look at the kickstarter from a SOHC 750 Honda. I don't have a photo but lots on fleabay.
