Extra washers found in rear drum

I have 3 spacers\washers in my rear brake drum. This would be #30 here. http://www.oldbritts.com/1971_g16.html Also missing # 21. (quantity shown as AR ?) As Required? When I install #21 should I install 2 #30s or the stock quantity of one? Seems like this is the 1st time the drum has been rebuilt. Maybe someone in a rush to the pub from the Factory?

The washers and felt seal that you display in the photos are redundant if you replace the wheel bearings with the 'sealed' versions.

Sealed bearings are the way to go.
