I'm going to have some parts chromed and I know the platers want the parts unassembled. Can this be done non distructively and if not, can the rubber seal be reattached?

Although you intend to dismantle the cap (for chrome plating) it isn't necessary to do that to remove/change the cap seal.

My problem is that the gasket support is riveted on not screwed on. Has that stud been successfully tapped for a screw? Members talked about it but no pix to prove it. Don't wan to ruin a $150 piece.

You will need to remove the rivet "head" (see the link I included above)
 
No problem with that, but has anyone successfully put a screw in where the rivet was?
 
Don't know about platers in your area, but around here it's cheaper to buy a new cap.
 
Yes, if you check the thread Les pointed to, I removed mine and tapped a 6/32 or 8/32 into it and used a machine screw. Not a problem, but best if you have a bottom tap.

The only thing I didn't like when I got mine chromed was the holes for the roll pin got plated and also the sides where the latch goes got plated too thick. Not a big deal to ream out for the roll pin, but I had to remove some of the chrome to get the latch back in. It looks fine to me though, I think it may have cost me $25 for the plating with some other stuff.

FYI, you DISMANTLE an English bike, then RE-ASSMBLE it. You might dis-assemble a Harley, but maybe dynamite would be more appropriate!
